The California State Legislature starts the 2023 session this week with swearing in newly and returning candidates. The Governor has asked the new legislature to start discussion on setting new oversight on gasoline prices and issue a new “Wind Fall Profit” tax on major oil companies. The Governor changed the word tax to penalty, this week, to avoid the need for a congressional approval required by the state constitution if is is classified as a tax. In the period since the beginning of December, pump prices for unleaded regular gasoline had dropped to mid $4.00 and some areas below $4.00 a gallon.
