Nearly 2 billion dollars of state tax money is being stacked up and unspent from Prop 63 which was passed by voters in 2004 and was to be used to fund services for mentally ill residents of California. Sacramento County says itas tried to put the funds to work, but pushback from communities about proposed mental health facilities in their neighborhoods and a lack of mental health workers has caused the delay in spending these funds.
