Nineteen Democrats have sent a letter to the state Attorney General, Xavier Becerra, asking he lead an investigation into a surcharge on California gasoline that no one can explain. The charge was 2 cents a gallon from 2000 through 2014 then following the Torrance refinery fire in 2015, the charge ballooned to 24 cents a gallon in 2018. The refinery companies blame California blend rules on forging costs, but several investigative reports by several UC Berkley analysists and others, say there is no visible path on how these costs are set and by whom. In the meantime, California drivers pay the highest cost at the gas pump than any other state.
