The long awaited city audit for the city of Lincoln was released yesterday and the 46 page report from the Chief Deputy State Auditor John Billington was sub-titled aFinancial Mismanagement, Insufficient Accountability, and Lax Oversight Threaten the Cityas Stability.a the report found Lincoln city government made questionable loans, transfers and allocations during the fiscal years 2013-14 through 2016-17 athat did not always follow state law.a The statement said the audit found the city has been engaging in insufficient adherence to financial policies, processes and procedures in amultiple areas.a The audit, to be conducted into the cityas financial and governance policies, procedures and behaviors. was requested by Senator Ted Gains and in May 2018 the Joint Legislative Audit Committee voted to Audit the City of Lincoln. The summary by Billington said that the City of Lincoln misrepresented its financial position, used reserved from restricted funds for non-designated purposes, overcharged and undercharged developers and builders, and afailed to pay for its own use of municipal utilities and instead passed these costs on to ratepayers, violating provisions of the state constitution.a A letter, signed by all five members of the Lincoln City Council was sent to the Lincoln Messenger Newspaper acknowledging mistakes were made and apologized in any erosion of the public trust, and pledged to stand together to make the changes necessary to return the city to fiscal management and oversight practices expected of them as city leaders. The letter says they already have an action plan already underway and will provide the public with progress reports, updates and additional measures at the regularA meetings of the Council.
